Council’s Urban Planning Team have been busy over the past few months working on local strategic planning projects as well as reviewing State Government reforms. Reports on several planning matters will be considered at the next Council Meeting scheduled to commence at 7:00pm on Tuesday 1 March 2022.

Mosman Scenic Protection Area – Environmental Living Rezoning
Item 9.6, Report EP/3

  • A post-exhibition report on the Planning Proposal to rezone land within the Mosman Scenic Protection Area from R2 Low Density Residential to E4 Environmental Living (now known as C4 Environmental Living) under Mosman Local Environmental Plan 2012, along with associated amendments to the Mosman Residential Development Control Plan 2012.
  • In response to public exhibition during the period 30 September to 10 November 2021, 219 submissions were received, with 63% (138 of the 219) in support of the proposed rezoning, 33% (73) opposed and 4% (6) neutral. This report details the consultation process, key themes raised in submissions received, and the next steps in the LEP and DCP making process. Minor variations to the Planning Proposal and DCP changes are outlined in response to submissions received and to reflect changes in NSW planning legislation.

Planning Proposal – Miscellaneous Amendments

  • A post-exhibition report on the Planning Proposal – Miscellaneous Amendments which proposes a range of amendments to Mosman Local Environmental Plan 2012 relating to business zone objectives, local provisions for wall height and earthworks, exempt development at Taronga Zoo, and mapping anomalies.
  • The Planning Proposal was publicly exhibited from 4 November to 1 December 2021. In response, three submissions were received. This report details the consultation process, submissions received, and the next steps in the LEP making process.

NSW Government Employment Zone Reforms
Item 9.8, Report EP/5

  • The NSW Department of Planning and Environment (DPE) is reforming employment zones across the State. Consequently, the three business zones applying to land in Mosman’s centres will be merged into two new employment zones under Mosman Local Environmental Plan 2012 (MLEP 2012).
  • The NSW DPE intends to publicly exhibit the proposed changes from March/April-May, with the changes to come into effect by the end of 2022. The zoning change will result in some additional permitted employment land uses in centres, however planning controls for the bulk/scale of buildings will not be affected.

Little Sirius Cove and Mosman Bay draft Plan of Management

  • Following the enactment of the Crown Land Management Act 2016 Council is required to prepare a new plan of management for each Crown land reserve under its control. A consultant was engaged to produce a plan of management for Mosman Bay and Little Sirius Cove Foreshore. Prior to developing the draft plan, an extensive community engagement program was undertaken.
  • Considering initial community feedback, the draft Mosman Bay and Little Sirius Cove Foreshore Reserves Plan of Management was prepared. This initial draft Plan was endorsed by Council and Crown Lands, and was publicly exhibited in October and November 2021. Feedback received was used to finalise the Draft Mosman Bay and Little Sirius Cove Foreshore Reserves Plan of Management, which is now ready adoption by the Minister for Lands and Water, Hospitality and Racing.
