Planning proposals

We’re currently working on three planning proposals. These are planning documents which explain how Council is proposing to amend its Local Environmental Plan. Once they are completed they are submitted to the NSW Department of Planning and Infrastructure for approval to proceed and place on public exhibition.

The three proposals relate to:

  • The Mosman Police Station site
  • Taronga Zoo
  • Development standards for height and floor space ratio for houses and semis

Mosman Police Station

It is proposed to change the zoning of the site from one that only allows a police station, to two separate zones. Part of the site would be zoned for recreation to ensure that all of Hampshire Park as it currently exists would remain in public ownership as a park. The part of the site that has the police station building would be rezoned for residential use and also allow a limited range of additional business uses. The change of zoning of the site is consistent with the recommendations of a Conservation Management Plan that was prepared for the site. It provides for some flexibility in land uses in the event of any government disposal of the site.

Planning Proposal Submitted to Department of Planning and Infrastructure 3 December 2012

Taronga Zoo

The current Mosman LEP2012 which came into operation in February this year has had the unintended effect of requiring the Zoo to submit a development application for any works that are proposed on the site. This has not been the case under the previous LEP where any development of “structures solely for the purpose of exhibition, conservation and care of animals” did not require consent. In addition the heritage listing of the Zoo specifically referred to six significant items for which a heritage assessment was required while the rest of the Zoo did not require consent under the heritage provisions.

These significant items are:

  • Upper Entrance Gate
  • Lower Entrance Gate
  • Elephant House
  • Aviary
  • Floral Clock
  • Taronga Bus shelter and office.

It is proposed to amend the LEP to reinstate the previous provisions as much as possible.

Development standards for height and floor space ratio

Mosman LEP2012 includes a provision which allows Council to vary a development standard in certain circumstances. Two development standards, height and floor space ratio, are most often the subject of a request for a variation by applicants wanting to build a new house or make alterations and additions to an existing one. The NSW Department of Planning and Infrastructure has requested council prepare a planning proposal which reduces the need to vary these standards. It is proposed to amend the LEP to allow council to consent to buildings that exceed the maximum height and floor space ratio controls in certain circumstances, provided no adverse amenity outcomes would result in terms of overshadowing or view loss.
